Dr Long Seng To is a Research Associate at Loughborough University where she is part of the secretariat for the UK Low Carbon Energy for Development Network (LCEDN).

Her research tackles the challenge of providing access to affordable, reliable, sustainable and modern energy for all (as articulated in the UN Sustainable Development Goals) in the context of increasing stresses and shocks, such as climate change, disasters and conflicts. This includes work to enhance community energy resilience after the major earthquake in Nepal in 2015. She is expanding this work through a UK Energy Research Centre funded project that aims to establish research collaborations on community energy resilience in South Asia and sub-Saharan Africa using an interdisciplinary, whole systems energy research approach.
